Le Nexus HDP et les défis de l'action humanitaire dans la plaine de la Ruzizi au Sud-Kivu (RDC)

This ReFrACT Research Paper analyzes the implementation of the Humanitarian-Development-Peace (HDP) Nexus approach in the Ruzizi Plain, South Kivu, Democratic Republic of the Congo (DRC). The study traces the evolution of humanitarian interventions from the 1990s to 2024 and highlights a process of humanitarian intervention becoming increasingly entrenched over time. Through a case study, it shows that the sustainability of intervention outcomes remains fragile and demonstrates how regional political and security dynamics, particularly the involvement of armed actors and the convergence of foreign interests, constrain the effectiveness of the HDP Nexus in the Ruzizi Plain. The paper concludes that the success of the Triple Nexus requires the integration of a broader political dimension and a rethinking of aid localization through the strengthening of local capacities, while also taking regional drivers of fragility into account.
