The session explored the question: How do rising authoritarianism and gender backlash intersect in fragile contexts?<\/em><\/p>\n

At a time when 71% of the world\u2019s population lives under autocracy<\/strong>, this ReFrACT Caf\u00e9 examined how this global trend, combined with systemic inequalities<\/strong>, further restricted civic space and created profound risks for women and LGBTQIA+ communities.<\/p>\n

Drawing on extensive literature and policy analysis<\/strong>, the session analysed the interplay between authoritarian politics, fragility, and gender backlash \u2014 showing how gender rights were not only undermined but often strategically instrumentalised<\/strong> by regimes to reinforce power and legitimacy.<\/p>\n

The presentation unpacked three interrelated trends<\/strong>:<\/p>\n

    Discursive opposition to gender equality<\/strong> and the rise of so-called \u201canti-gender ideology.\u201d<\/p>\n<\/li>\n

  • \n

    Genderwashing and co-optation<\/strong> of women\u2019s movements and civil society organisations.<\/p>\n<\/li>\n

  • \n

    Targeting of women leaders and activists<\/strong>, including repression, harassment, and symbolic inclusion.<\/p>\n<\/li>\n<\/ul>\n

    Insights were shared on how these dynamics complicate women\u2019s meaningful political participation<\/strong>, and how international actors can avoid inadvertently reinforcing authoritarian strategies<\/strong>.<\/p>\n

    The session concluded with practical recommendations for donors and policymakers<\/strong> on supporting independent women\u2019s and LGBTQIA+ movements<\/strong>, countering disinformation, and adopting intersectional approaches<\/strong> to advance equality in politically constrained environments.<\/p>\n<\/div>\n
