\u00ab\u00a0\u00c0 la suite de l\u2019\u00e9chec de l\u2019accord de cessez-le-feu de Lusaka (1999) dans sa tentative de mettre fin aux combats et aux violences de la deuxi\u00e8me guerre du Congo (1998-2002), un dialogue baptis\u00e9 \u00ab Dialogue Inter-Congolais \u00bb (DiC) a \u00e9t\u00e9 initi\u00e9. Il visait \u00e0 \u00e9largir les discussions de paix en y int\u00e9grant des repr\u00e9sentants de l\u2019opposition politique non arm\u00e9e ainsi que la soci\u00e9t\u00e9 civile congolaise. Le DiC a abouti \u00e0 la signature d\u2019un accord formel de paix, appel\u00e9 \u00ab Accord Global et Inclusif \u00bb (AGI), \u00e0 Pretoria (Afrique du Sud) le 17 d\u00e9cembre 2002. Contrairement \u00e0 l\u2019accord de Lusaka, qui n\u2019avait \u00e9t\u00e9 conclu qu\u2019entre les bellig\u00e9rants et se concentrait sur la dimension militaire du conflit, l\u2019AGI a favoris\u00e9 une strat\u00e9gie plus globale de n\u00e9gociation de la paix, articul\u00e9e autour d\u2019une restructuration des institutions politiques congolaises et fond\u00e9e sur le principe de l\u2019inclusion.\u00a0\u00bb<\/p>\n
